U.S. District Judge David Bunning found Rowan County Clerk Kim Davis in contempt then elicited a pledge from five of her six deputies to issue the licenses. The 49-year-old woman, who has emerged as a darling of social conservatives, has refused to issue licenses to any couples, gay or straight, since the U.S. Supreme Court in June ruled that same-sex couples have the right to marry under the U.S. Constitution, citing her beliefs as an Apostolic Christian.

Until now, U.S. attorneys and Justice Department agencies, including the FBI and the Drug Enforcement Administration, have been able to use cell-site simulators without applying for a warrant or outlining a probable cause. Cell-site simulators replicate phone towers to pick up location-identifying information that enables law enforcement to apprehend fugitives, conduct narcotic investigations or rescue a kidnapped child, Deputy Attorney General Sally Yates told reporters on Thursday.

From the overwhelmed florist in Morehead, Kentucky, delivering bouquets to her nearby office, to a fellow county clerk biking across the state to show solidarity, to a Republican presidential candidate calling hers a fight against tyranny, many are standing with her.     This week the U.S. Supreme Court declined to grant Davis a stay on a federal judge's injunction that would force her to issue marriage licenses to all comers.
