The meeting, their second since June, held in the border village of Panmunjom in the demilitarized zone (DMZ), was designed to follow on from an inter-Korean summit in April at which leaders of the two Koreas agreed to defuse tensions and halt "all hostile acts." North Korean leader Kim Jong Un also vowed during his separate summit with U.S. President Donald Trump in Singapore last month to work toward denuclearization, but there has not been a concrete agreement to accomplish that goal. |

Zimbabwe elections: Three dead as opposition protest ruling Zanu-PF parliamentary victory Posted: 01 Aug 2018 07:08 AM PDT Clashes broke out among angry supporters of Zimbawe opposition leader Nelson Chamisa on Wednesday after official election results showed a ruling party victory in parliament. Three people were killed after the army opened fire in central Harare during demonstrations over alleged fraud in the country's elections. The man died after being shot in the stomach, an AFP photographer said, confirming that he died at the scene. Zimbabwe's ruling Zanu PF party won the majority of seats in parliament after sweeping rural constituencies by huge margins, official results showed on Wednesday, setting the stage for President Emmerson Mnangagwa's victory. Protesters tore down a billboard with an image of President Emmerson Mnangagwa and his campaign slogan: "The voice of the people is the voice of God." US Treasury considers bypassing Congress to secure $100bn capital gains tax cut Posted: 31 Jul 2018 09:57 AM PDT Donald Trump's administration is considering a tax cut worth $100 billion that would mainly benefit the well off and be delivered without legislation, it emerged on Tuesday. The US Treasury is looking at whether to allow people to take account of inflation when they work out what capital gains tax they owe. Steven Mnuchin, the US treasury secretary, said in a recent interview that officials were looking at whether the change could be achieved through regulation rather than legislation, according to The New York Times. Such a move would mean Congress would be bypassed. Capital gains tax is usually levied around 20 per cent for Americans and is paid on assets, such as property or stocks, when they are sold. Under the current system, the tax is paid on the difference between the original purchase price and the new sale price. Under Mr Mnuchin's idea, the original price would be adjusted for inflation – dramatically reducing the amount which would be hit by the tax. The change, according to estimates cited in The New York Times, could result in a tax cut worth $100 billion and would disproportionately benefit wealthy Americans, who own more assets. The paper said Mr Mnuchin had discussed the idea on the sidelines of the Group of 20 summit meeting in Argentina this month. He was quoted as saying: "If it can't get done through a legislation process, we will look at what tools at Treasury we have to do it on our own and we'll consider that "We are studying that internally, and we are also studying the economic costs and the impact on growth." "Furthermore, Mr Mnuchin thinks he can do it on his own, but everyone knows this must be done by legislation."
