United States gives Afghanistan year-end deadline for crucial security deal Posted: 21 Nov 2013 03:58 PM PST By Hamid Shalizi and Jessica Donati KABUL (Reuters) - President Hamid Karzai triggered uncertainty about a vital security pact with the United States on Thursday by saying it should not be signed until after Afghanistan's presidential election next April, prompting the White House to insist on a year-end deadline. Karzai's surprise move, which came just a day after U.S. Secretary of State John Kerry said the pact's language had been agreed upon, suddenly threw its future into question and seemed certain to reignite tensions with Washington. The Afghan leader spoke to about 2,500 tribal elders and political leaders from across Afghanistan gathered in the capital for a Loya Jirga, or grand council, to debate whether to allow U.S. troops to stay after the planned 2014 drawdown of foreign forces. Without an accord on the Bilateral Security Agreement (BSA), the United States says it could pull out all its troops at the end of 2014 and leave Afghan forces to fight the Taliban insurgency on their own. |
U.S. building standards too flimsy to reduce tornado deaths Posted: 21 Nov 2013 01:35 PM PST By Kevin Murphy KANSAS CITY, Missouri (Reuters) - National standards should be set for building construction, storm shelters and emergency communications to reduce death and damage from tornados, a federal agency that studied the deadly 2011 tornado in Joplin, Missouri, recommended on Thursday. The National Institute of Standards and Technology said 135 of the 161 deaths from the May 22, 2011 tornado resulted from building failure. The Joplin tornado, late on a Sunday afternoon, damaged more than 8,000 homes and other buildings. About 82 percent of Joplin homes do not have basements because of soil conditions. |

"It has a street value of about US$50 million," said the statement by the Narcotics Control Board (NACOB) seen by AFP. "The vessel had been monitored at the high seas and when she got into the Ghanaian waters the Ghana navy and NACOB officers arrested and escorted her to the Sekondi Naval Base," it said. Ghana was investigating the case, it added. |

Skakel, 53, was convicted in 2002 of murdering neighbor Martha Moxley when they were both 15. Dressed in a dark suit, Skakel stood quietly in court in Stamford, Connecticut, on Thursday as Judge Gary White set his bail at $1.2 million, sparking a round of applause from supporters who had packed the courtroom. "There were two tragedies we are addressing today," his new attorney, Hubert Santos, told reporters after Skakel emerged from court. |

US drone strike kills senior Haqqani leader in Pakistan Posted: 21 Nov 2013 07:31 AM PST Hangu (Pakistan) (AFP) - A US drone killed six people in northwest Pakistan on Thursday, including a senior leader of the ruthless Haqqani network, officials said, in only the second such strike outside the country's lawless tribal districts. The missile attack hit a religious seminary that militants and security officials said belonged to the terror outfit -- blamed for some of the deadliest attacks in neighbouring Afghanistan -- in the Hangu district of Khyber Pakhtunkhwa province. Haqqani sources told AFP that the network's spiritual leader, Maulana Ahmad Jan, was among those killed at the seminary, which they said was a rest base for militants fighting NATO forces in Afghanistan. |

North Korea detains US war veteran, 85, son says Posted: 21 Nov 2013 04:09 PM PST PALO ALTO, Calif. (AP) — Despite strong warnings from the U.S. State Department, hundreds of Americans like the 85-year-old Korean War veteran apparently being detained in North Korea travel to the communist nation each year. Many go as part of humanitarian efforts or to find long-lost relatives. Some, like the war vet, simply want to see a closed society shrouded in mystery. |
