In this undated photo provided by the National September 11 Memorial & Museum, a damaged photographer's proof sheet, with photos of William DeCosta, the aviation Director of the Port Authority of New York and New Jersey is shown. The document was found by a recovery worker a few blocks away from ground zero and he eventually traced it to DeCosta, who continued to work for the Port Authority until his death about 2 years ago.
