BP ruled 'grossly negligent' in Gulf oil spill

Posted: 04 Sep 2014 12:58 PM PDT

A US Coast Guard image of fire boat response crews as they battle the blazing remnants of the BP operated offshore oil rig Deepwater Horizon in the Gulf of Mexico on April 21, 2010BP potentially faces billions of dollars in new fines after a New Orleans judge concluded it acted with "gross negligence" ahead of the massive 2010 Gulf of Mexico oil spill. Federal court judge Carl Barbier said that the April 20, 2010 Deepwater Horizon drilling rig blowout, which killed 11 and spilled millions of barrels of oil into Gulf waters, happened because BP's US subsidiaries, along with oil-services company Halliburton and rig owner Transocean, did not take adequate care in drilling a risky well. Barbier said that the British oil giant knew that the Macondo well it was drilling, called by some working on it the "well from hell", was particularly dangerous because of the high danger of a blowout. BP's decisions throughout the drilling process qualified as "gross negligence" because they were "an extreme departure from the care required under the circumstances or a failure to exercise even a slight care."

Detroit CFO sees tough climb to reach revenue targets

Posted: 04 Sep 2014 04:34 PM PDT

The word "Bankruptcy" is painted on the side of a building in Detroit, MichiganBy Karen Pierog DETROIT (Reuters) - Revenue projections in Detroit's debt adjustment plan will be hard to achieve, but restructuring initiatives will bring in new money and help make Detroit's plan feasible, Detroit's chief financial officer said Thursday in the city's historic bankruptcy hearing. John Hill, who was appointed the city's CFO last November, testified that the plan would eventually gain money for Detroit as the restructuring initiatives bring about changes, including higher collections of unpaid taxes. Hill was the first witness called by the city of Detroit as it seeks a federal bankruptcy judge's endorsement of its financial restructuring plan. "Revenue targets in the plan are going to be difficult to meet," said Hill, in answer to a question from an attorney for hold-out city creditor Syncora Guarantee Inc. If revenue comes in below projections after Detroit emerges from bankruptcy, that would lead to changes in the plan, which would require the approval of an oversight commission created for the city under Michigan law, according to Hill.
