More than 700 people are feared dead after a fishing boat crammed with migrants seeking a better life in Europe capsized off Libya, with some survivors suggesting nearly 1,000 could have been on board. "With this latest tragedy... we have no more excuses, the EU has no more excuses, the member states have no more excuses," Mogherini said. "We need immediate action from the EU and the member states," she said as she arrived for an emergency meeting of foreign and interior ministers to discuss what could be done.

White House SecurityUS Secret Service agents arrested an intruder who scaled the White House fence late Sunday, officials said. The individual was immediately arrested while climbing the fence on the south side of the presidential mansion, Secret Service spokesman Brian Leary said in a statement. Secret Service agents, whose job it is to protect the president, have been on high alert in recent months following a string of high-profile security breaches at the White House. On September 19, a disturbed Army veteran jumped the White House fence, sprinted across the lawn and entered the building with a knife in his pocket.

Baltimore police vowed on Monday to make a full and swift probe of the death of a black suspect who suffered spinal injuries after white officers arrested him, the latest incident to raise questions about the treatment of minorities by U.S. police. Freddie Gray, 27, of Baltimore, was arrested on April 12 and died on Sunday from a spinal injury after slipping into a coma, officials said. Deputy Police Commissioner Jerry Rodriguez said officers had arrested Gray without using force after he fled when they approached him. Police Commissioner Anthony Batts said a wide-ranging and transparent department investigation would be concluded by the end of next week and the results forwarded to state prosecutors.

Rezaian, the Post's bureau chief in Tehran, was detained last year in Iran. Among the charges, he is accused of "collaborating with hostile governments" and "propaganda against the establishment," according to a statement from Rezaian's attorney, Leilah Ahsan, the Post reported. The charges carry a maximum penalty of 10 to 20 years in prison, Washington Post Executive Editor Martin Baron said in a separate statement.

Seeking Obamacare alternative, Republicans eye tax credits

USA-COURT/HEALTHCAREBy Susan Cornwell WASHINGTON (Reuters) - If the U.S. Supreme Court blows up the tax subsidies at the heart of Obamacare in June, Republicans hope to deliver on their promise to offer an alternative healthcare plan. Two front-running Republican options at an early stage in Congress include a refundable tax credit that experts say is virtually the same thing as the Obamacare tax subsidy being challenged before the Supreme Court. Republicans deny that their ideas are tantamount to "Obamacare Lite" but acknowledge they will need bipartisan support for their plans to stand any chance of avoiding an Obama veto. "It's not going to be like Obamacare, in my opinion," said Senate Finance Committee Chairman Orrin Hatch, whose plan includes a refundable tax credit for low-and middle-income Americans.
