Obama tells Iraqi leader to push for 'inclusive' democracy Posted: 01 Nov 2013 03:41 PM PDT By Steve Holland WASHINGTON (Reuters) - President Barack Obama pressed Iraqi Prime Minister Nuri al-Maliki on Friday to build a more inclusive democracy in his country and said the United States would cooperate with Iraq as it tries to push back a resurgent al Qaeda. As Iraq experiences a rising spiral of sectarian violence two years after U.S. troops departed following eight years of war, Maliki came to Washington seeking U.S. help to counter a Sunni insurgency revived in part by Syria's civil war next door. Obama, in White House Oval Office remarks with Maliki at his side, made no mention of supplying the U.S.-made Apache helicopters the Iraqis are seeking from the United States. |

$5 billion in cuts to food stamp program go into effect Posted: 01 Nov 2013 10:26 AM PDT Millions of Americans will be expected to make do with less as of Friday, as $5 billion in cuts to the US food stamp program takes effect. The cuts to the program, formally called the Supplemental Nutrition Assistance Program (SNAP), will pinch almost 48 million people and could be followed by an even bigger slash. The cuts come as a four-year increase in funding to the food stamp program reaches its expiration date. The food stamp cuts, scheduled to take effect on Nov. 1, are distinct from possible additional slashes to the program included in the farm bill – broad legislation covering America's agriculture and nutrition policies, including the food stamp program. |

Hakimullah Mehsud was one of the most wanted and feared men in Pakistan with a $5 million U.S. bounty on his head, leading an insurgency from a mountain hideout in North Waziristan, the Taliban's stronghold on the Afghan frontier. "We confirm with great sorrow that our esteemed leader was martyred in a drone attack," a senior Taliban commander said. In Washington, two U.S. officials confirmed Mehsud's death in a CIA drone strike. |

North Waziristan is the stronghold of the Taliban insurgency and shares a border with Afghanistan. One Pakistan army source told Reuters separately the military were checking reports that a top Taliban commander might have been killed in the attack. There was no official comment from neither the government nor the Taliban. |

"We have completely stopped the operation of (Gaza's sole) power plant this morning at 6:00 am (0400 GMT) because we don't have a single litre of fuel," Fathi el-Sheikh Khalil, the authority's deputy chairman, told AFP. An AFP correspondent in the Gaza Strip said the electricity supply had been cut off across most of the territory. Khalil blamed the power outage on Egypt's destruction of tunnels used for bringing fuel to Gaza and accused the Western-backed Palestinian Authority of charging Hamas too much for its fuel. |

Coulson, who later became Prime Minister David Cameron's media chief, denies conspiring to illegally access celebrities' voicemail messages in a scandal that forced tycoon Rupert Murdoch to shut the paper in 2011. The trial heard Thursday that Coulson had been having an affair with fellow defendant Rebekah Brooks, his predecessor as editor and a close Murdoch confidante, for much of the time the pair are accused of involvement in hacking. After 10 days of scandal with key European allies, a statement Thursday by Secretary of State John Kerry was the first to explicitly acknowledge overstepping by US intelligence. Kerry justified the surveillance in broad terms, citing the September 11, 2001 terror attacks in the United States, as well as attacks in London, Madrid and elsewhere to argue that the US and other countries have had to come together to fight "extremism in the world that is hell-bent and determined to try to kill people and blow people up and attack governments." |
